Of all the communities in Virginia, only the 700 people on Tangier Island in the Chesapeake Bay could relate to this. The folk of Panyee live on the water. All of their buildings (homes, stores, schools) are on stilts with water underneath. There is no level space by water's edge for them to occupy, so they occupy the water itself.
