At one time or another, all of the above. Early on it was terrorist, then later politician. A terrorist generally declares where they stand and has to stand by those positions until the bitter end. But a politician, not so much. I think he took the only available exit strategy from terrorism that would allow him to grow old and still live to fight another day.
