State capitol or city hall? It may look like the former, but it is actually the latter. San Francisco City Hall, in fact, looks like the national Capitol in Washington. Perhaps it's an architectural proclamation that San Francisco thinks of itself as the capital of the West Coast. If nothing else, you see the east-west rivalry that is part of American nationhood.
